The Health Department of Northwest Michigan handles public health issues for four counties — Antrim, Emmet, Charlevoix and Otsego.
But there's strife on its board. There was gridlock over whether to apply for some grants for local school systems, and at a meeting in May, the board couldn't even agree on the agenda. They had to adjourn before conducting any other business.
