You guessed it: it's Michigan.
It's one big symptom of the transparency problem in our state, and why there's a bipartisan push in the legislature to bring more transparency to government.
Michael Reitz is one of the voices calling for more transparency. He is the executive vice president of the Mackinac Center for Public Policy, a Libertarian-leaning think tank based in Midland.
