Antrim County’s second-highest elections officer submitted her resignation last Thursday, Oct. 29.
Deputy Clerk Annette Marcus will continue serving through the midterm elections.
Marcus has assumed many of the election-related duties of the county clerk’s office, including entering results into the state’s Qualified Voter File (QVF) on election night.
Current Antrim County Clerk Victoria Bishop was barred from accessing the QVF following an investigation by the Michigan Bureau of Elections in June.
A petition to recall Bishop from her post is currently gathering signatures.
Bishop would not comment on her deputy clerk’s resignation. She hung up the phone when asked who in her office, besides Deputy Clerk Marcus, currently has access to the QVF.
Following her November 13th resignation, Marcus will be starting a position with the Antrim County Prosecuting Attorney's office.
Below is the full text of Marcus’ resignation letter and a written statement to IPR.

Dear Vicki,
Please accept this letter as my formal resignation from my position as Chief Deputy Clerk of Antrim County, effective November 13, 2026, which will be my last day of employment in the County Clerk's Office.
I have accepted the position of Victim Advocate in the Antrim County Prosecutor's Office. While I am excited about this new opportunity and the ability to continue serving the residents of Antrim County in a different capacity, this was not an easy decision.
I am grateful for the opportunity to have served as Chief Deputy Clerk and for the experience and knowledge I have gained during my time in the office. I take pride in the work we have accomplished and the responsibilities entrusted to me.
Over the next two weeks, I will do everything I can to ensure a smooth transition, including completing outstanding responsibilities and assisting with the transfer of duties.
Thank you for the opportunity to serve in this position. I wish you and the Clerk's Office continued success.
Sincerely,
Annette Marcus
