A document obtained by IPR shows Antrim County Clerk Victoria Bishop cancelled 58 voters from the Qualified Voter Files (QVF), in violation of Michigan election law.
A total of 128 unauthorized changes to the QVF were made by Bishop between July 24, 2025 and June 3, 2026.
Bishop’s access to the voter rolls was revoked on June 12, 2026, by the Bureau of Elections (BOE).
In order to regain access to the QVF, Bishop is required to complete four online training courses and provide the BOE with information about the approximately 1,800 unauthorized voter confirmation cards she mailed to Antrim County voters this spring.
According to a Sept. 18, 2026, letter from the Bureau of Elections, Bishop has provided no information about the voter confirmation cards and has only completed two of the four trainings.
One of the trainings, titled QVF Manual Chapter 4 - Voter Status Changes and Notices, was completed by Bishop in May 2025, but according to the BOE, “less than one minute was spent on this training.”

Bishop told the BOE in an Aug. 10, 2026, letter that she was unable to launch the QVF Manual Chapter 4 - Voter Status Changes and Notices training when she attempted to retake it.
According to the BOE, “the ability to relaunch this training through your eLearning account was tested by BOE staff because of your response and it was confirmed your account is working as designed and can relaunch the training.”
The second training Bishop failed to complete is titled County User - Complete QVF Access Training. The letter from the BOE indicates Bishop completed a training titled QVF Basic Access Training, “which is a different training, and while informative, is not the QVF training assigned to you.”
IPR submitted a Freedom of Information Act (FOIA) request for communications between Bishop’s office and the BOE, which included the letter she sent to the BOE on August 10.
Bishop replied “I will get this information to you after the November Election. We are in the middle of hiring and training people and preparing for the November election. And hiring and training Court Personnel. The only person who can get you this information is me. And I am booked right now. I have put it on my calendar for right after the Election.”
Six separate petitions to recall Bishop have been filed with the Michigan Board of State Canvassers by Antrim County residents. Two of those petitions were denied over questions of language. Four of them are scheduled for a hearing on September 25th.
Victoria Bishop declined to comment for this story.
